Inside the ULA term you can deploy without limit. The number you can defend at certification becomes your permanent entitlement. We grow that defensible number while you still hold the unlimited right, so you exit with everything the contract allows.
Deployment maximization is the disciplined work of counting every environment you are entitled to count before a ULA ends, and standing up legitimate capacity you will actually use while the unlimited right still applies. Done properly, certified counts often land 1.5 to 2.5 times higher than a first estimate once cloud, disaster recovery, and non production are handled correctly. Figures are indicative and depend on the specific contract language.
Certification has no fee, and support stays flat at the ULA level regardless of the certified count. A higher defensible number is free value. The fear that certifying more raises your support bill is a myth.
Standby, failover, and DR instances deployed inside the term are routinely missed or double discounted. Where they are genuine deployments, they count toward the certified number and should be evidenced like any other environment.
Test, development, staging, and training environments are real deployments. They are frequently left out of a first measurement, yet they are legitimate count and they carry the same evidence standard.
Under Oracle's partitioning stance, soft partitioning does not limit scope. In a maximization context that same rule can work in your favour, because a documented cluster running Oracle can count broadly. Isolation and documentation decide how the rule cuts.
Cloud counting is contract specific. Many ULAs require deployments in AWS or Azure to run 365 continuous days to count toward the certification baseline, and some exclude public cloud entirely. Where cloud does not count, workloads can be repatriated on premises or moved to OCI before exit so they do count. Silence on a provider such as GCP is not inclusion.
We work the window in a fixed sequence: baseline the true estate independently, identify every environment the contract lets you count, stand up genuine capacity you will use before the clock runs out, and assemble the evidence file that defends each number after the exit. The aim is a count that is both larger and more defensible than the one you would have reached alone.
A retailer expected to certify around 900 processors from production alone. Counting DR, non production, and a correctly documented virtualized cluster, and repatriating two cloud workloads that would not have met the 365 day test, lifted the defensible count to roughly 2,050 processors. Support stayed flat. The additional perpetual entitlement carried significant list value. Figures are indicative and depend on the specific contract language.
